Notes: Colorado's state EITC is contingent upon the state having surplus revenue and there is no surplus revenue this year. It has been forecasted that the state will not have a surplus for another 4-6 years. The coalition continue to advocate to both increase the EITC and make the EITC permanent rather than based on revenue surplus. A bill has been introduced for the 2008 legislative session to restore the state EITC using other funding mechanisms.
