Center on Budget and Policy Priorities
Providing Analysis and Guidance to State Groups for Many Years

For many years, when a state organization has needed data or analysis about a state earned income tax credit issue, they have turned to the Center on Budget and Policy Priorities (CBPP).

Based in Washington, D.C., the Center works at the federal and state levels on fiscal policy and public programs that affect low- and moderate-income families and individuals.

Two decades ago, CBPP helped develop the concept of a state version of the EITC, concluding that it would be a vital supplement to the federal credit and provide critically important assistance to low-wage workers and their families. Since then, the organization’s analysts have been involved in virtually every state campaign to create or expand a state credit – with great success.

“We do research, analysis on the credit itself and the economic conditions of low- and moderate-income people who could benefit from the credit,” says Nicholas Johnson, director of the State Fiscal Project for CBPP.

The Center has provided advice and analysis to state advocacy groups promoting state EITCs. The Center’s analyses provide an objective picture of the impact a state EITC will have on workers in a state – vital information for selling the concept. They also have advised legislatures, governors’ offices and state fiscal officers considering whether and how to implement or expand a state credit.

Helping spread the reach of the EITC at the state and federal level has been a rewarding project for Johnson and his colleagues at CBPP.

“All of us who have been involved, it’s been very gratifying to see so many states pick up on this idea and use it to improve the lives of so many millions of families,” Johnson says.
